Practice makes a man perfect but the system should be such that it is accountable to laziness. Discipline doesn't last long, it drains your energy and creates idleness. System should be checked to prevent fall outs, and bouts of indiscipline. Practice what you like not what you are forced to through a healthy environment. Education by rote or force is bound to disintegrate. What I like is practicing, yes that's ultimate process of learning something, but it doesn't require discipline but a system.
